It looks like whoever screwed down the cooler tightened down one side fully before doing the other side and pushed all the thermal paste away from the center of the CPU die. Rookie error.
Always tighten in a cross pattern.
Isn’t that the plastic film stuck to the cpu?
Straight down torqueing of the cooler screws (Instead of incrementally in an X pattern) lead to the paste wandering/warping to one side, resulting in insufficient coverage and choking of the CPU.

The heck? Why does it look like half the CPU never made contact with the cooler?
That has to be Intel, get a contact frame. Even the cheap $10 ones can make an improvement.
You need to get the contact frame. 12gen and up all need custom contact frame due to socket size.

i dont understand the problem. at least 30% where cooled XD
You should throw a contact frame on it next time its apart, maybe use the still underwhelming thermals that you mentioned as reason to get an AIO with a larger radiator on company dime too. Would definitely improve the cooling.
