Need to see gpu usage, and the power is pulling.
You’re still getting 3.8ms of frame time on both pictures so something else is at play it looks like
Not throttling – Looks like power plan kicking in
Set both cpu power plan to highest (gaming) and gpu to maximum
What system specs?
That’s weird. With 129 fps the frame time should be 7.75 ms, not 3.7 ms. This reminds me of cpu bottleneck, if it was gpu busy time instead of frame time. Does some newer Afterburner show gpu busy time nowadays?

Bad mount of the cooler/cooler failure/didn’t remove sticker from cooler plate?
Or your readings are bugged.
