I recently bought an Rx580 and have the following problem (on the screenshot)
If I connect hdmi to the GPU, it seems that the bios doesn’t start at all. The keyboard and mouse don’t light up, neither does the monitor.
If I disconnect the hdmi, the system starts normally (but still no image on the screen)
In order to control the system, I used spacedesk (virtual wifi monitor). Running gpuz, device manager, msi afterburner show problems with drivers, etc.
I also tried flashing the bios to the one available in techpowerup for elpida chips, but it didn’t work.

DDU the drivers and install them fresh.
Try the card in another system. If you don’t get a screen, there’s probably something wrong with the card. But I’d start by installing the original bios to it first.
