Eh this isn’t really true.
Cold War had a very positive reception. The only complaints I see about Cold War is lack of maps but nothing towards gameplay itself. and vanguard had a very bad reception and is still hated by a majority of players. I do hope this image is true to MW3 as I’m actually hyped for it.

There is no cycle here… the people that have always liked the games continue to like the games while the people who hated them move on to hate the next game.

This is a common trend in many communities, I’ve noticed it here and also in the halo, fallout, elder scrolls, Bayonetta, wolfenstein, fnaf, zelda, and star wars communities, it happens everywhere. The new game comes out and its highly controversial or just bad, people hate it for a year. Next year new game comes put, it bad or controversial, last game was misunderstood or okay. Next year new game, it’s bad, last is okay, one before that is perfect. This can best be seen with the halo community, halo 4 was panned on release, halo 5 came out it bad, halo 4 was okay, halo infinite comes out ot bad, halo 5 okay halo 4 amazing. It’s happening in star wars as well prequels came out, they bad, sequels come out They bad, prequels perfection. This is a everlasting cycle in media enjoyment. There are outliers, vanguard is just bad, and black ops 3 is perfect, but its an endless cycle of hatred into love.
It is very annoying, some communities like the fallout and star wars ones are awful about this

It might be my own bias speaking, but it seems like people are liking Cold War less and less with time, not by much but most people are ragging on the map design in that game.
The cycle also has some other explanations. BO2 is a far worse on-disk experience than that of BO1, BO3 only had one free map that was difficult for casuals to get into, and BO4 was laughably unstable at launch. All of these issues were largely rectified with time.
