I actually did that quest yesterday. I had a bug where, despite me sneaking into the room (got onto the rafters, dropped into the bathroom), I was instantly detected and started combat if I went far enough into the room.
Ended up luring him into the bathroom with a distraction and bait chain and killing him there.
