You could not do this before 2.0 as many areas in the game, like this area, would stop you while in a car and force you out.
Maybe they fixed this before 2.0 like they did at Lizzy’s Bar where you can actually park your car in the parking lot now. But there are(or were?) many areas in the game where you drive up to it in a car, it’ll force your car to stop completely, and these areas usually go hand in hand with a mission.
