A mostly worthless Cyberware. There’s very few instances where you can capitalize on Cooldown per kill.
This is pretty much only truly useful if you want to constantly fight Police and MaxTac. And even then it’s probably best on a Netrunner build as well since MaxTac is more dangerous the closer you are to them.

I mean the regular one is 1.3% cdr for 14 at T5+ so it’s quite a bit better than that at least.
Now i wonder if there are other iconics as well that are just way better than the normal stuff.

Well that’s broken with every cyberdeck.
Figured out how to play stealth netrunner today, without even starting the tracing. The new deck mode + this might be the new go to for a stealth build since you can permanently regain ram/health while overclocked. Interesting part is, if it gets the -9% cdr based on max cd or current cd.
