Ive never seen this happen before. Basically I found Techpowerup have a +14% voltage limit version of my bios (capped at +4%), otherwise identical:

With the 114% version I can bump up the voltage, (Nvidia Inspector says at 112%), pile on GPU core (200mhz) and Memory (1000mhz) and everything works.. it just measurably slower than even the stock clocks on the stock firmware. Stock clocks on the 114% firmware is also slower.. so its the firmware itself?

    i wouldnt mess with voltage on the 3090 the thing is an absolute power hog and heat generator, if anything you should undervolt it

    Clock stretching, probably. Just stay on stock vbios & undervolt.
