Because there are actually two copies of V-Tech in a game: the one that you take from a garage (it just remains on that plays you want it to stay, like forever parked) and the one that you call from your phone. Same thing somehow was for me with Jackie’s bike, but I don’t know how, because you don’t take it from garage, anyway it was staying right in the middle of the street
