Maybe headshots should still be a one-shot kill, but no way should chests be a one-shot. It is far too easy to hit for how powerful it is.
Devs try to destroy snipers by making them not one-shot, only later bringing in one-shot with explosive rounds that kill your velocity, but they allow throwing knifes to one-shot to the chest. Braindead balancing.
