So, I was practicing the Blood of the Dead Main Quest, and I went to each of the buoy’ I got “—-.” (9) On the Gondola one, “….-” (4) in the recreation yard one, and “—-.” (9) in the model industries.
22 didn’t work, so I just brute forced it, and got “.—-…–” which is nothing.. so it still doesn’t work?
I was writing it down as I was doing it so I would be sure I was right.
Good to know there’s still not an actual method to doing this step. Is there an explanation for this? Did my game glitch or something? I went to each buoy two separate times.

Well [.—- …–] would actually be 13 so maybe one of your nines [—-.] was actually a zero [—–] because 9+4+0 would of course add up to 13
