For Kerry it’s to keep his voice after screaming into a mic for 60 years, but I’m not sure why takemura would have neck cybernetics
Kerry’s is for his voice, I believe Takemura’s is armor, with the possible addition of cybernetic gills.
Kerry is for keeping his voice intact after all those years singing.
I believe that for Takemura it has to do with combat cybernetics, most Arasaka top agents have this kind of implants. Probably armor and defense of some kind, I tend to believe it also has some poison and toxin filters, so he can’t be killed if someone tries to poison him with food, drinks or gas.
Kerry’s is the Throat Goat 9000 Mk. 6. Takemura’s is an Arasaka brand armoured turtleneck that is attached to him permanently
For Takemura – my guess is because in the neck there are a lot of convergent neural paths ( from brain to spinal cord to the rest of the body, apart from it being a physical armor it is also a hub of sorts to enhance all the motor functions. Plus his cyberware is very extensive as per devs, so this hub controls everything. That is my guess.

In the universe Kerry has had his vocal chords replaced, while Takemura is basically a full borg from the face down but he generally wears a suit so it isn’t visible.
The actual purpose is for body horror as there is an implication that the head has been removed from the body then reattached which is inherently unsettling.

Kerry’s is for his voice/vocal chords, either to enhance or to protect functionality as he ages after his long career and very exciting youth.
Takemura’s is probably armour, to prevent all manner of neck and throat injuries internal and external.
Takemura’s probably also provides extra functionality, like additional neural ports.
