Realistically, experimentation is why. I mean, they had a secret lab underground and were containing the Avagadro and created the Denizens. Whomever invented TEDD, Broken Arrow, but I don’t know, wanted to test his programming and whatnot by making the bus route automotized. Really just speculation, because there is no hard evidence.
