Usually this is related to not a direct headshot or going through something like a vehicle.
No clue what it is in your specific case but that’s typically what’s going on .
Also, the API / Telemetry data doesn’t indicate the difference between a neck shot or a headshot. It may have hit in a region close to the head that does lower damage but it will still report headshot from the telemetry.

played a game this am,one guy i shot in the head didnt even lose his helmet nor get knocked.
5 seconds later,im shooting his teammate in the Face whos Standing in the open and he shoots me After i shoot him and of course he doesnt get knocked either But i get knocked 1 shot.
