Level doesn’t always mean a good player considering how easy it is to get xp and that the game is 5 years old at this point

The matchmaking is completely random which is the beauty of the game. Sometimes you clapped, sometimes you get even games and sometimes you crush people. Unlike modern COD where you mostly get players roughly your skill level.

Matchmaking is based more on connection than team balancing, they’ll typically put the best players from the previous games on opposite teams but other than that it’s random which is honestly the beauty of it
If you don’t like it then play a game with sbmm and tell me which you’d prefer
