They tried to make the explanation consistent at the beginning but then in Origins they just went “fuck it” and started to go full random. This only got even more prevalent in BO3 and nowadays this topic doesn’t really matter anymore from a lore pov.
Maybe they have a concrete explanation but my guess is that they tossed the idea of consistent eye colouring aside because some eye colours just worked better from an aesthetic pov on certain maps. They didn’t want to limit themselves due to lore reasons.
Like Shadows of Evil from an aesthetic pov works better if the Zombies have yellow eyes if you ask me, even if it doesn’t make sense lore wise.
