So I ran in to this guy earlier and the iced me exactly the same way each time, a super quick zoom and lock on with a sniper. Is this some sort of cheat or exploit or just insane reflexes?

Doesn’t seem to be the case,i snipe even better than that with the swiss,and your using the tec-9 so you deserve any bad thing that can happen to you in the game.
What’s sad is,most tec-9/marshall players all play the same,you crouch walk in little rooms. I never see such cowardly gameplay with any other gun except marshalls/crossbows/LMG’s it’s like you all do it on purpose.
