Your internet is not fine. If you’re getting 90% packet loss with 300+ms of ping, you need to upgrade your ISP badly.
Also, what geographical location are you in? If you’re located in the USA, make sure your selected region is set to Americas if you’re on Bnet.
Im experience the exact same issue, but im based in EU. My internet is just fine, but can’t connect to matchmaking
