Had the same issue on PS4 last year. Downloaded and installed all the packs like 3-4 times. Eventually gave up on multiplayer and then MW all together.

Had the same issue with mw2019 on ps4 and then on ps5 with the download version and cd version.. never learned how to fix it and gave up.. now i only play modern warfare on pc.

yeah bro its called going back in time and not buying a dead game. try getting the new one for pc and you wont have any issues. youre welcome

uninstall all packs and re-install them thru the cod menue
