Capacitors perhaps or just generally a non defined tech module.
I figured they were just stylish hard plastic bits. They might have some light armor function.
Snack pouches: Pretzels, popcorn, spare lead beans, peanuts, grenades, etc.

Honestly probably batteries for the collar display, at least that’s what I think
I like to imagine them to be fans with some kind of heating element. Probably cool you down when your body temp gets too hot or warm you up when it’s cold.
Or probably just batteries to power the lights on the jacket.
