I only recently bought Phantom Liberty and was playing through the side gigs when I started this one, and I knew off the bat that he wasn’t a completely random NPC from the get-go – partially because he obviously takes an interest in what you’re doing at the apartment for his own reasons, but mostly because I figured they wouldn’t waste such a smoking character design on a throwaway passerby.
