Oklahoman here. Out of curiosity, is there any in-lore explanation for the map of Oklahoma being like this?

From the map in the border office at the beginning of the game, Oklahoma seems to be the only state that has this much difference in its territory (dark blue versus light blue). Does anyone know why? I assume it may be due to Native American tribes achieving sovereignty with the fall of the NUSA and overall dysfunction across America.
