For me. Judy’s quest bugged; and after saving Evelyn; she never called. I ended up beating the game without hearing from her or Evelyn. All I got was her last message saying “See ya”. It led me to believe that Judy and Evelyn were one off characters and I didn’t realize until I dove into the fandom some time later that they were actually two of the major NPCs AND Judy can be a romantic option.
