The war is already lost. Lead a crew of survivors through the ruins of The Capitol, scavenging for dwindling resources while fending off relentless waves of the Rat Swarm. You will have to make the hard calls on how to spend your limited supplies, but every moment spent searching is another moment for the horde to close in. Reach the safety of the next fusion-core operated bunker before the team is overwhelmed or succumbs to the pressure.
