Monthly VAC bans have dropped from 70,000 to 18,000 in 5 months

Are Valve now being very cautious with bans? Or has the game got less cheaters?
If you adjust the day (25th Feb) with 6,000 bans to the average, it's nearer 12,000 monthly.
