[BO3] not booting

Hi everybody, I’ve been racking my brain over this issue for six hours of my life.I tried booting up Black ops two it’s never worked on my computer so I just gave up after two hours, installed Black ops three waiting to play the game, but it doesn’t wanna boot either. The game gives me the option through booting steam to enter into safe mode or not. if I choose to enter safe mode the game boots in a small window and I can hear the music but the little window stop responding the second the music starts, and there’s no game appearing. if I choose not to boot into safe mode then the entire window boots but (as seen in photo) it’s frozen. I can also hear the music and when this happens, I can’t access any other apps on the computer. I spent six hours working with Claude and ChatGPT trying to fix this, reinstalling, new and old drivers deleting game files adding a start script through Steam nothing is working.I have a ninth GEN Ryzen seven and a 3080 running Windows 11.
