This is about the Reported Crime (Assault in Progress) in Pacifica, West Wind Estate, on top of the building with the Melee Weapon shop.
I thought I remembered my first play through having to complete something to get access to the roof. All my subsequent play throughs I’ve climbed to the roof of the adjacent building above the RipperDoc and dashed+jumped to get over.
But I just did the job by using dash&jump and afterwards I was looking around the roof and realized the stairs in front of the Melee Weapon shop go all the way to the top with no obstacles like the two staircases closer to the beach. The other (fourth) staircase also takes you all the way up.
So I loaded up my previous save, before completing the Reported Crime, to make sure the staircase didn’t just didn’t open up after completing it. When I got there, I climbed the stairs in front of the Melee weapon shop and I was able to climb all the way to the top.
I’ve searched for this a couple times before and every time I was led back to just “climb the adjacent building and dash+jump over.”
