I've faced this bug numerous times already. And every time it is the same player across games during the same session (I play casual). Like in this case I could not see specifically this player on radar in 3 consequent games. Meanwhile, other players told me they saw him. Is it a known bug? Are there any workarounds to solve it? Because very often it becomes very annoying.
