Valve is allowing cheaters to play longer and in some case, only red-trusting detected cheaters (which they can then regain trust by playing fairly, or *more* fairly).
They could easily match these ban rates, but they won't and you can only attribute it to one thing: corporate greed.
Those yachts don't pay for themselves.
