From their video and blog post, the whole point of the Survivor perk change that stops you from being downed by a sniper headshot was to make it a meaningful choice.. but it's also something that just pops out of loot boxes.
Along with Alertness being given from loot boxes and contracts, so everyone knows when they are being targeted now too.
