[COD] Personally I’d say Menendez is a better villain than Makarov. Menendez amassed a global following of 2 billion supporters for Cordis Die and used Americas drones in an attempt to make the world burn. While Makarov was catastrophic Menendez’s was far more chaotic.

But Makarov is more realistic because let’s be honest, there is hardly any terrorist that we learn had a tragic backstory like Menendez.
