I don’t believe a lot of hobos can afford chroming themselves to the point where they’d go cyberpsycho. I mean, there’s a chance he might’ve been a homeless vet, but I highly doubt Militech would’ve chromed his dick. Seems like something Maelstrom would have done just because they thought it was funny.
