The thing is, Valve VAClive can't detect cheat signatures, so that may be why they put cooldowns on suspicious players but not 200% sure.
Personnaly I don't believe all those posts of people crying that they got cooldown for no reason. But maybe I'm wrong and they are getting cooldown while being legit.
