Manually setting PBO settings aren’t affecting CPU speed and/or PBO settings are not applying?

Hardware:
9800x3D
2×32 G.Skill Trident 6000 DDR5
4080
MSI B650 Tomahawk WiFi

PBO Settings:
Limit: Motherboard
Offset: +200
Scalar: 10x
Curve: -15

Issue:
I am manually applying the PBO settings as listed above. However, my CPU speed is not increasing from 4.7. I can only force my CPU to change speeds if I manually set the all cores CPU ratio to 54 (5.4).

Can anyone help me out?
