He built it he said. On the other hand, I paid $300, it has a GTX 1660 6gb and 16gb of DDR4. Runs really good lol. This was the weirdest thing ever though. I don't know how that was forgot about but it made me so paranoid about what kinda person this guy was that I did a full scan for malware or malicious files and deleted anything that wasn't directly there to run the system. I just thought this was creepy/funny.
