TO ELABORATE ON THE LAST POINT: while a civilian could totally get a suppressor by paying a $200 fine, maybe $1000 for the suppressor itself, and doing some paperwork, suppressors can cost militaries as much as the gun itself, and obviously, they don't want to pay that much to give everybody a suppressor
Suppressors do slightly increase velocity. Suppressors slow the gasses, but there is still gasses accelerating the projectile past its usual barrel length
Also they could reduce the psychological damage at long range, because nobody likes hearing machine gun fire pointed in their direction, but if they can't here it, it's less scary
Real life suppressor user here: theres so many cons but shooting with them is so pleasant I wont take mine off my rifle. The weight is the biggest issue by far.

A gun built to run unsuppressed using a traditional baffle stack suppressor throws a lot of toxic, cancer causing, leaded gas back in your face. Modern flow through suppressors mitigate or eliminate this, but that's at the cost of being worse suppressors.
I had a thought for balancing suppressors in a milsim game by making it so that rapid firing a suppressed weapon blurs your vision and makes your character start to cough.
It also increases barrel length which could be life or death in close quarters. It's why some players in CS use M4A4 to prevent their gun from sticking out when holding an angle.

Increases velocity? Yet you use subsonic (slower than the sound barrier) ammo for a suppressor to do great things.
Subsonic ammo is the only stuff that is actually quiet. Slower bullet lighter powder load
Fourth: Suppressors aren't all that effective in reality. They may reduce the sound a few decibels, but its still very much audible.
And they're not really as quiet as people think

Not using subsonic rounds means you are still creating a very loud sonic boom with every shot.
Even with suppressors, gunshots are still 120+ db, or as loud as a rock concert. Don't be fooled by Hollywood and video games.

no they dont lol, all that muzzle velocity gets traped in the suppressor making it quieter but also heavily reducing bullet velocity

In Australia there was a recent publication about the entire ADF or at least the army being armed with suppressors as standard issue
But Real life suppressors dont suppress the sound as much as there videogame counterparts
