Ryzen 5 5600 cannot get clock speeds higher than default even after changing settings. Enabled PBO to -30 and Boost Override to +200 but still can’t hit a higher clock speed than 4.2 Ghz.

    One point to add,
whenever I left BIOS after changing some CO value or any other overclocking value, it showed that no changes have been made, but when I checked in ryzen master or went back to the bios the changes were there.
    Specs:
    msi b550 pro vdh wifi
    ryzen 5 5600
    patriot viper elite 1 x 32gb 3600mhz
    gigabyte OC 6700xt

Your thermal throttling, its at 95c.

Zen 3 always soft throttles at 70c to avoid degredation potential, you need to lower your PBO limits down.

Try 100 PPT and 60 to 80 EDC and TDC

Also curve optimizer may be bugged out on your board, I had a freind with the same board and CO never applied properly with it, neither did running ram faster than 3200 interestingly.

Edit nevermind your limits are already lower than what I suggested, you need to see if something is wrong with your cooler

Also wow your ram timings are super loose, judging by the 990 tRFC your on high density sticks, you definitely would gain a lot more by getting some good ram on this CPU instead of pushing frequency on the CPU

  3. You are throttling. 95c is too much for this cpu. And also buy normal cooler, coz stock one is ass.

You’re already told that you’re thermal throttling, but you’re at 98% EDC. It doesn’t have the power at load to reach the 4.4GHz, let alone 4.6.

When you solve the heat issue (4 heatpipe, single fan cooler would suffice, i.e. Pure Rock 2, AK400), raise the EDC limit. Same with PPT and TDC. You probably are also limited on low-load situations as well.
