‘Excessive Frame Clamped’ Only in Premier Please Help

Starting 3 days ago stared having this huge shuddering issue when trying to play premier.
At first it was for a few rounds then would come good and it has only gotten worse to now where it just shudders and rubber bands every 5 seconds on que. This is what the console shows.

This only happens in premier, all other modes are 100% fine.

Have reinstalled the game twice no effect.

I get 200+ fps on high settings but I have tried swapping all graphical settings to low with no difference.

Have tried swapping internet to my phone hotspot. The first time I did it the game seemed to come good and I was extatic for a few rounds then it returned. Have tried swapping back and forth and has no effect.

Tried messing with mic settings as suggested on reddit post I found, seemingly no effect or fix.

Please help, I've really been enjoying CS2 again (somehow) and now I'm just letting down my friends and I can't play.
