I need help with my GPU, i can't afford new, at least i wanna know what wrong with it. Sorry for my English.

My RX590 (Sapphire Nitro) is probably dying. I dunno if i can call it "artifacts", it's something worse. So, the issue is GPU crashing in GPU intense games. First of all i should say, my RX590 used to ALWAYS crush, so i was forced to downclock it up down to -100mhz for core clock (or memory, i dont remember honestly). I was fine for few years with it, but it started to crash even though my downlock. After it i started to notice those "blinking" without even GPU usage (just watching Youtube or something), and intense "blinking" while using Premiere Pro. Howerver, it doesn't share on games, GPU driver is just crashing or rebooting my PC.

This PC was a gift, not new, i dont know how was used this GPU in the past. It's probably GPU issue, i tested my RAM (memtest), CPU and it's fine. I did not ruined GPU with msi afterburner, i never touched voltage settings until literally 5 minutes ago. I tried to limit GPU usage for 50% (and it worked a bit, less amount of crashes but still very bad). I don't really know is there something i can do, but i wanna at least know, so if you know something – please help, thanks.
