For those asking how to get here you can only do it on PC with the freefly(noclip) mod. The NY streets can be found almost directly under the centre of the area with the swimming pools in Pacifica just to the east of the Grand Imperial Mall. All the streets (all four of them) and the buildings have collisions mapped so can be walked along and roof walked along etc. The CynoSure core is directly behind So Mi’s apartment too if you want a look around the CynoSure facility without being chased around by a psychotic AI controlled murder-bot.
You can also hop out in to the NY streets during the mission Somewhat Damaged but the mission will carry on when you come out of freefly mode and the weather effects will change making a good roam around a bit more annoying.
