Intel XTU Settings, Power = Max Step Size 125, 250, 500, 1000, 2000…. What are these for?

    My system is a Lenovo Legion 5 Tower with an i7-13700F and RTX4070. Using the XTU utility benchmark utility causes the CPU to thermal throttle. So I was wondering if these setitngs are why? [https://hwbot.org/xtu/analyze/5292028](https://hwbot.org/xtu/analyze/5292028)
    88c at 5060Mhz
    I thought it wouldn’t throttle until a higher temp???
