It couldn't have been budget cuts because that happened 2 months later, this was a feature that was marketed heavily at the reveal event.
Was it not even in development when they announced it and just told us the concept of factions?
Mind you, we knew factions existed since July of 2018. Almost 3 months before launch and 7 months leading up to the March announcement
