Can’t shot out of chainlink fence, but can be shot through it?

Not exactly sure what happened here. I had this guy dead to rights and he seemingly went unphased. I got plenty of hit markers for hitting something, just not him. If not for the fact he moved and finally shot back at me, I'd think he was a holo.
