Queen doesn't look like a legendary at all.
Just for a small comparison, Urban Tracker – The Tower looks more legendary (or at least like a skin with real efforts put on) than Queen does. And she's an epic.
Queen's design in Persona 5 is not a bad design. Her outfit in the game she's from isn't unpolished, not like this. Dunno what gone wrong, but nothing on this version looks legendary.
It looks like half-baked material.
And this is very disappointing.
