Why do i get less points when at 4.32GHz rather than 4.0GHz

No, it’s not throttling, as i have a NH-D15 with fresh MX-4. Max temps are around 65 degrees
Cinebench R15
4GHz = 936 pts
4.32GHz = 890pts
Also what’s up with my single core utilization on single core test?
