Why does almost every game in ground war end with a nuke, despite nobody having 30 kills?

Haven’t been playing ground war in years. Now that I needed some long shots I played some matches and almost every game ended with a nuke, but nobody had 30 kills. Did I miss something or is a weird bug that never got fixed?
